The design issue of linking to living objects is presented and discussed:
When a document changes, is renamed, or moves, what happens to
the links that point to it from other documents?
It is suggested that a global numbering scheme for hypertext
points might be used.
This document suggests other solutions too.

This document is a draft RFC which describes the forthcoming HTTP2
protocol for retrieving hypertexts over the Internet. This protocol
is very simple. This document does not specify how hypertext links
(addresses) are to be written, and does not define HTML.

At a visit in the USA in July 1992, CERN's Tim Berners-Lee hosted a IETF BOF
on Uniform Resource Locators (URLs). URLs are physical addresses.
It seems that URLs are what WWW and HTTP use today.
URNs, the logical addresses, were not discussed.
